Recommendations and Praise
"Mr. Bosland has adjudicated a number of arbitration cases concerning Labor/Management issues here in New Mexico. Our system of selection is one of mutual agreement. Anytime both sides of the aisle can agree on a single arbitrator, you have the highest recommendation possible. The consensus in New Mexico is that Mr. Bosland will be fair... He is an amicable fellow, which puts everyone at ease. His is an informal style until his judgment is rendered. His rulings are thorough and provide reference to all the testimony, eidence and issues presented during the hearing. In my opinion and that of others in my organization, Mr. Bosland would undoubtedly be a positive addition to your panel."
Steve Higgins of American Federation of State County and Municipal Employees Blue Collar Workers For the City of Albuquerue, New Mexico
"First, he is a good arbitrator... the decisions Mr. Bosland has issued while serving on our panel with the Internal Revenue Service have been fair, principled, and well-reasoned; the hallmarks of a competent arbitrator. He also runs an efficient, while fair hearing. Second, he can handle complex disputes... Mr. Bosland has demonstrated the ability to harmonize or distinguish, as appropriate, these many rules that may come into play. His expertise and writings on the Family Medical Leave Act, FMLA regulations and interpretive case law is another good example of his ability to interpret and apply personnel rule and regulations."
James D. Bailey, National Counsel with The National Treasury Employees Union
"Carl and I are on the same Postal Service panels. At almost every hearing, either the Union or Management submits one of Carle's awards for my consideration. Reading his awards is where I have learned the most about his skills. He writes a very well conceived and concise opinion which the parties seem to appreciate. The parties seem to respect Carl's skills as a neutral."
Diane Dunham Massey, Attorney/Arbitrator/Mediator
"...I have known Mr. Bosland in a professional capacity for approximately 4 years and find him to be a person of integrity. Recently I observed his presentation on Family and Medical Leave Act matters in arbitration at a conference sponsored by the National Academy of Arbitrators and Labor and Employment Research Association. His presentation displayed a thorough knowledge of the Fmla and arbitration practice and procedure. He serves on several arbitration panels which reflects his acceptability to labor and management. His legal career with the postal service demonstrates a knowledge of government organization and management in a complex environment. His career as an arbitrator reflects the continuing use of alternative dispute resolution procedures. In my professional opinion, he possesses the skills and knowledges appropriate for success as a factfinder and arbitrator on the panel through his legal training, work experience, and arbitration career."
Patrick Halter, Arbitrator National Academy of Arbitrators
"Mr. Bosland was prompt, punctual and congenial throughout that proceeding. He explained his role very well to the witnesses and conducted the hearing in a professional, judicial manner. He ruled on objections when raised, asked pertinent and appropriate questions, and gave each side ample opportunity to present its case... I do not select an arbitrator based on whether I have won or lost before him before. I select an arbitrator based on whether he: (1) listens to the witnesses, (2) refrains from dominating the hearing, (3) is reasonable in his rulings, (4) reads and understands the briefs, (5) is prompt and punctual, and (6) renders an award that is well-reasoned and based on the facts and the accepted principles of arbitration, regardless of which side ultimately prevails. On that basis, I would unquestionably use Carl Bosland as an arbitrator again, and I recommend him to you unhesitatingly."
